SlOkam – Original

idham thE nAthapaskAya nAbhakthAya kadhAchana |
na chASuSrUshavE vAchyam na cha mAm yO’bhyasUyathi ||

word-by-word meaning (based on puththUr krishNamAchArya swAmy’s thamizh translation)

idham – this SAsthram (which was confidentially explained to you by me)
thE – by you
athapaskAya na (vAchyam) – should not be told to one who has not performed penance;
abhakthAya – for one who is not devoted (towards you and me)
kadhAchana na (vAchyam) – should be told ever;
aSuSrushavE cha – for one who is not desirous in hearing
na (vAchyam) – should not be told;
mAm – me
ya: – one
abhyasUyathi – who hates (to him too)
na vAchyam – should not be told.

Simple Translation (based on puththUr krishNamAchArya swAmy’s thamizh translation)

This SAsthram (which was confidentially explained to you by me) should not be told by you to one who has not performed penance; it should not be told ever to one who is not devoted (towards you and me); it should not be told to one who is not desirous in hearing; it should not be told to one who hates me too.

Rendering based on ALkoNdavilli gOvindhAchArya swAmy’s English translation of gIthA bhAshyam

‘This to you. It is not to be revealed to the non-austere, to the loveless; not to the undutiful, and never to him who hates Me.’

This to you = This Science, the most esoteric that I have divulged to you.

Atapaskāya = To one who does not undergo rigid austerities, this Science ought not to be disclosed.

Abhaktāya = To him who has no love for you, the teller (of the science,) —nor for Me. Even if one should undergo the tests (of discipleship), but if he is destitute of love, he ought not to be initiated (into this Secret).

A-śuśrūshave = Undutiful. This means that even if one has love, but if he does not show discipular homage (=śuśrūshā = reverential services to Teacher etc.,) he ought not to be trusted with the Secret.

And never to him who hāteth Me; i.e., to him who mockingly vilifies Me whenever he happens to hear about My nature, about My greatness, about my attributes (etc).

The difference of case employed, or changing from the ablative form (a-tapaskāya, a-bhaktāya etc)., to nominative form (Yo mām, etc.,) is to accentuate the despicable character of the latter person since it is he who hates more than the non-austere, or the non-loving etc (the former).
