thathraivam sathi karthAram AthmAnam kEvalam thu ya: |
paSyathyakruthabudhdhithvAn na sa paSyathi dhurmathi: ||

word-by-word meaning

Evam sathi – while it is in this manner (that is, jIvAthmA’s actions are depending on the permission of paramAthmA)
thathra – in one’s actions
kEvalam AthmAnam thu – self alone
karthAram – as the doer
ya: paSyathi – one who sees
sa: dhurmathi: – he sees it wrong
akrutha budhdhithvAth – not having the knowledge dawned on him (through SAsthram which teaches about self)
na paSyathi – does not truly understand (the actual doer)

Simple Translation

While the truth is in this manner (that is, jIvAthmA’s actions are depending on the permission of paramAthmA), one who sees self alone as the doer in one’s actions, does not truly understand (the actual doer) as he sees it wrong, not having the knowledge dawned on him (through SAsthram which teaches about self).

Rendering based on ALkoNdavilli gOvindhAchArya swAmy’s English translation of gIthA bhAshyam

‘It being so, whoso looks on his mere self as the actor, is one of warped will. He sees not, since enlightenment has not dawned (on him as yet).’

In verity, the agentship of Jīvātma is subject to the sanction of Paramātma; and such being the case, should one fancy that one’s own self is the actor in all independence, he is to be considered as durmati, or one whose understanding (or will) is perverted. And since no enlightenment (or wisdom) has yet bloomed in his case, he sees not, i.e., sees not every other necessary factor that is needed to constitute his agentship.
