pArtha – Oh son of kunthI!
asmin lOkE – in this world of [materialistic] actions
bhUtha sargau – the creation of beings
dhaiva: – belongs to dhEvas
Asura Eva cha – and belongs to asuras
dhvau – two categories.
dhaiva: – the conduct of dhEvas
vistharaSa: prOktha: – was elaborately explained.
Asuram – the conduct of asuras
mE – from me
SruNu – hear!

Simple Translation (based on puththUr krishNamAchArya swAmy’s thamizh translation)

Oh son of kunthI! The creation of beings in this world of [materialistic] actions, exists in two categories, that is, belonging to dhEvas and asuras. The conduct of dhEvas was elaborately explained [by me]. Now hear the conduct of asuras from me!

‘Twofold is the creation of beings in this world, Divine and Non-divine. The Divine has been described (to you) at length; hear from Me, Pārtha! the Non-divine.’

This world, where works are performed (i.e., causes are created). Beings are those who give birth to works; of whom there are two kinds, the Divine and the Non-divine. Creation = the time of birth. The beings are made so to be born as either to follow the Commands of Bhagavān or rebel against them, as may be predetermined by merits or demerits (respectively) accumulated in the past.

Of these two kinds of creation, the Divine has been described at length, viz: those Divine Beings who strive to walk according to My will, and whose walking corresponds to the methods of Karma-Yoga,1 Jñāna-Yoga2 and Bhakti-Yoga,3 described at great length. Now, listen from Me the other kind of creation, the Non-divine, what they are born for, and how they behave.
