prakruthim svAm avashtabhya visrujAmi puna: puna: |
bhUthagrAmam imam kruthsnam avaSam prakruthEr vaSAth ||

word-by-word meaning

svAm prakruthim – my primordial matter (which evolves into many forms)
avashtabhya – transforming it (into eight ways)
imam kruthsnam bhUtha grAmam – all these (4 types of) creatures (such as dhEva (celestial), manushya (human), thiryak (animal), sthAvara (plant))
prakruthE vaSAth avaSam – Since being bound by the primordial matter, not having control over self
puna: puna: visrujAmi – creating them again and again

Simple Translation

Transforming my primordial matter into all these creatures, I am creating them again and again as they are bound by the primordial matter, and not having control over self.

‘Again and again do I, resorting to My Nature, emit all this multitude of beings, lying helpless in the power of Nature.’

I have recourse to My own Nature (material substance) of marvellously mutatory nature and make it differentiate in an eight-fold way. And I repeatedly create from time to time the four-fold sum of beings composed of Devas, mankind, animal and stationary kingdoms, lying (in their dormant state) powerless in the folds of My alluring and guṇa-sated Nature (prakṛiti).

But it may be asked that creative acts involving in-equalites must bind Bhagavān Himself, by having necessarily to impute to Him the blame of having created a Universe full of differences, and thus imputing to Him also the attribute of pitilessness (or heartlessness). Reply to this objection :—
