nAbhinandhathi na dhvEshṭi thasya pragyA prathishthitA ||

sarvathra – all (likeable aspects)
anabhisnEha: – being detached
thath thath SubhASubham – those auspicious and inauspicious aspects
prApya – even after achieving
na abhinandhathi – not glorifying (auspicious aspects)
na dhvEshti – not abhorring (inauspicious aspects)
thasya – his
pragyA – knowledge
prathishtithA – stays firm (He is also known as sthitha pragya)
One who is detached from all (likeable aspects) and who is neither glorifying (auspicious aspects) nor abhorring (inauspicious aspects) even after achieving those auspicious and inauspicious aspects, his knowledge stays firm and he is also known as sthitha pragya.

‘His will or consciousness is said to be established who, nowhere, forms attachments; who neither exults when an auspicious event may befall nor abhors an inauspicious event befalling.’ [3. This stage is called Vyatireka-Saṃjñā.]
Nowhere forming attachments: means, to be in an indifferent, (passive or unconcerned) attitude. Auspicious is the event when something liked happens; inauspicious is that, when a thing detested happens. So be not overjoyed at the one, and be not hateful towards the other.
This man also is the will-cultured (sthita-prajñaḥ).
