ya: SAsthravidhim uthsrujya varthathE kAmakAratha: |
na sa sidhdhim avApnOthi na sukham na parAm gathim ||

word-by-word meaning

ya: – One who
SAsthra vidhim – my orders of vEdham
uthsrujya – discarding
kAma kAratha: varthathE – acting on his own desire
sa: – he
sidhdhim – any goal such as birth in heaven etc in his next birth
na avApnOthi – does not attain.
sukham na (avApnOthi) – he does not attain happiness in this birth as well.
parAm gathim na (avApnOthi) – he does not attain the ultimate goal (of attaining me) as well.

Simple Translation

One who is acting on his own desire, discarding my orders of vEdham, does not attain any goal such as birth in heaven etc in his next birth. He does not attain happiness in this birth as well. He does not attain the ultimate goal (of attaining me) as well.

‘Whoso discarding Śāstra’s rubric, freely roams at will, he attains not to perfection, nor happiness nor Highest Goal.’

Śāstra = Vedas (= the Inspired knowledge of Revealed Religion)

Vidhi =Rubric= a Scriptural injunction.

Vedas are My Mandates. Whoso abandons them and drifts in the way his unlicensed will may lead, he will not attain to (1) siddhi = perfection = transmundane perfections; nor to (2) sukham = happiness of any kind (sublunary); never therefore to (3) Supreme Goal (the Acme of spiritual beatitude, joining God).
