Oh son of kunthI! Being (instigated) by me (who is the lord), primordial matter creates the world which has movable and immovable objects; due to this reason (of my sankalpa) which is guided by the karmas of jIvAthmAs,the world gets created, grows and gets destroyed.

Rendering based on ALkoNdavilli gOvindhAchArya swAmy’s English translation of gIthA bhAshyam

‘By Me, the Superintendent, does Nature beget all mutables and immutables. Indeed is this the reason, Kaunteya! that the Universe does revolve.’

As determined by the merits and demerits of embodied souls (kshetrajñas), My material Nature brings forth all moving and non-moving things, under My supervision (i.e., the decreeing of My will). Also by My willing, conformable to the deeds of embodied souls, does the Universe turn.

Behold thus (Arjuna!), My Lordly power, (aiśvaram yogam, see verse 5), or the wonderful manner (of conducting the Universe), by the Son of Vasudeva; My Sovereign Mastership, My Infallible will, My being exempt from the reproach of mercilessness etc. Say the Śrutis:

‘From this does the Miracle-worker (Māyī) project all this Kosmos; and in it, the other (ātma) is confined by (His) will (māyā).’[3. Svet: Up°: IV-9 (Asmān Māyīsṛijate viśvam etat, tasmimś-ch-ānyo māyayā sanniruddhaḥ).]

‘What is māya but Nature is so to be understood; as for the Māyī, He is the Great Lord Himself.’[4. Svet: Up°: iv-10. Māyām tu
prakṛitim vidyān Māyinaṃ tu Maheśvaram).
