kAmam ASrithya dhushpUram dhambhamAnamadhAnvithA: |
mOhAdh gruhIthvAsadhgrAhAn pravarthanthE’SuchivrathA: ||

word-by-word meaning

(The demoniac people)
dhushpUram – unappeasable
kAmam – desires
ASrithya – holding on to

(to fulfil them)
mOhAth – due to ignorance
asadhgrAhAn – wealth earned through unlawful means
gruhIthvA – holding on to
aSuchi vrathA: – with penances which are not sanctioned in SAsthram
dhambhamAna madhAnvithA: – with hypocrisy, pride and passion
pravarthanthE – are acting.

Simple Translation

Holding on to unappeasable desires, due to ignorance, holding on to  wealth earned through unlawful means, with penances which are not sanctioned in SAsthram, they are acting with hypocrisy, pride and passion.

‘Surrendered to unappeasable desires, seizing unlawful hold of things through (that) delusion; associated with hypocrisy, pride and passion; and practicing unholy vows, they prevail.’

(They are) overtaken by lust or desires which are insatiable or beyond hope of being gratified. The endeavour to procure them is moha = delusion = ignorance; —through ignorance, unlawfully taking hold of things (for their enjoyment).

Aśuchi-vratāḥ = Doing impure acts with a vow, such as acts prohibited by Śāstra, or doing what is not Śāstra-ordained. With hypocrisy, pride and passion added, these (demoniac natures) prevail or flourish (in the world).
