word-by-word meaning
apalakAnkshAbhi: – by those who have no expectation in the result
vidhi dhrushta: – as ordained by SAsthram
yashtavyamEva ithi – considering that the yagya must be done (since such yagya is part of worshipping bhagavAn)
mana: samAdhAya – with resolute mind
ya: yagya: – that yagya
ijyathE – is performed
sa: – such yagya
sAthvika: – is a sAthvika yagya (yagya in the mode of goodness)
Simple Translation
yagya which is performed by those who have no expectation in the result, with resolute mind, considering that the yagya must be done (since such yagya is part of worshipping bhagavAn) as ordained by SAsthram, is a sAthvika yagya (yagya in the mode of goodness).

‘That Law-sanctioned Sacrifice (yajña) is Sātvika, which is done regardless of fruit, with such resolve of mind as: ‘(this) ought to be done.’
Regardless of fruit = expecting not any reward for Sacrificial works &c., performed.
Vidhi-dṛishtaḥ = Śāstra-dṛishtaḥ = Law-sanctioned.
Yashtavyam = ‘Ought to be done’ as a duty, as in itself an end, since it is worship rendered to Bhagavan; —to be done completely in its three-fold features of Mantra, money and labour. Where a resolve like this is made in the mind, and a Yajña is performed, that Yajña is of Satva-character.
