kAmAthmAna: svargaparA janma karma phala pradhAm |
kriyAviSEshbahulAm bhOgaiSvaryagathim prathi ||

word-by-word meaning 

kAmAthmana:  – having their mind filled with lusts
svargaparA: – considering svarga to be the highest goal
bhOgaiSvarya gathim prathi – attaining the enjoyment of svargam etc
janma karma phala pradhAm – leading to rebirth (after the enjoyment completes in svarga etc)
kriyA viSEsha bahuLAm – filled with many rituals

Simple Translation 

Having their mind filled with lusts, considering svarga to be the highest goal, [they will speak about] attaining the enjoyment of svargam etc which lead to rebirth (after the enjoyment completes in svarga etc)
