yOga sanyastha karmANam – One who has abandoned mere karma on hearing the previously explained budhdhi yOga
gyAna sanchinna samSayam  – one who is victorious due to his doubts cut by Athma gyAnam (knowledge about self)
Athmavantham – one who has good heart
karmANi na nibadhdhanthi – puNya and pApa karma (virtues and vices) do not bind him

Simple Translation (based on puththUr krishNamAchArya swAmy’s thamizh translation)

Oh arjuna! puNya and pApa karma (virtues and vices) do not bind the one who has abandoned mere karma on hearing the previously explained budhdhi yOga, who is victorious due to his doubts cut by Athma gyAnam (knowledge about self) and who has good heart.

Rendering based on ALkoNdavilli gOvindhAchArya swAmy’s English translation of gIthA bhAshyam

‘No deeds bind him, Dhanañjaya1!, whose works are yoga-dedicated, whose doubts are wisdom-cut, whose mind is firmly-fixed.’

‘Work, yoga-dedicated (yoga-sanyasta-karma)’: yoga is karma-yoga, or the Mode of performing works in the manner inculcated (above). Dedication or resignation means: that work is performed from the stand-point of wisdom. (When so performed the binding power of work becomes nullified).

Also in the manner inculcated, doubts concerning ātma are dispelled by ātma-wisdom.

Ātmavantam=manasvinam (self-contained) or he whose mind is untrammelled or unassailed by any doubts, or whose mind has attained to a state of unshakable certitude as regards ātma, —from the teaching received.

No string of endless deeds, done by him, can ever bind such a person.
